They are being propped up by our federal tax contributions. Red states would dry up without blue state welfare assistance.
Also, I think it's funny that, if you listen to stupid Republicans who have never been here, you'd think California is some broke, desolate wasteland of crime. In reality, the climate is perfect, the people are friendly, the economy is booming, and the doom and gloom scenarios pushed by ignorants are nowhere to be found in reality.
As far as your federal contribution claim goes. Lets dissect this map. Rural states with low populations and large amounts of federal land are going to get more federal money per capita. That's not the fault of the residents.
In terms of political affiliation, Texas and Arkansas get back less than $0.75 on the dollar and are very conservative. While Hawaii, Maine, and Vermont are very liberal states that get disproportionate funding (>$2.25 for every dollar contributed).
Political affiliation doesn't have anything to do with this map. Also, southeastern states have high poor populations, both in terms of the white (more conservative) and black (more liberal) voters there. Lots of trailer parks and such in these states, little industry.
The states that get the least back are Kansas, New Jersey, and Maryland. Not necessarily liberal bastions.
