I tested that in hero editor previously, its true- % fire skill damage definitely applies to dragon tail. Getting +20000% makes it go from dealing a small fraction of eldritch to killing him and his pack in 1 hit
I didn't actually test to confirm its multiplicative, I just assumed that because it wouldn't make much sense to code it otherwise, but there's always a chance its got some oddball scaling where it its additive with the skill
It does not display on the character screen, but the LCS doesn't really say anything remotely accurate about dragon tail

%ed has a very small impact when you're using tiger strike but it has a very large impact when you're not
Being able to dragon tail for ~20-30k+ hp in damage without tiger strike is really the goal here for good reason, it lets you just spam dragon tail instead of being dependent on charges, which really speeds up kill speed
Its still nice to be able to get 1-3 charges to blow up a boss or champion pack in the combo OHKO, but its slower and more clumsy than just spamming tail for trash mobs.

To give you an idea, against a 15/15% resist monster with 167 strength, a {lacerator, 2020 armor, 2020 shield, 1010 3MA circlet) deals 174k damage with TS but only 19k without charges. Meanwhile a {lacerator, fort, phoenix, 1010 3MA circlet} deals 144k with TS, but 30k without
The balanced build I'd recommend, a 300 strength with {lacerator, enigma, phoenix, 1010 3MA circlet} deals 177k with charges, 29k without, sacrificing some HP to make up the damage.

Well, now I think I have to try making one of these.

Great guide!! Assassins are my favorite and will probably start with one this next ladder. How does this build handle Hell cows?

The damage is there, but dragon tail's small aoe and knockback can be an issue since cows are relatively spread out instead of immediately clumped like other areas and lack the walls/obstacles to corral them into bottlenecks.
In players 1 you can just kill everything in an aoe in 1-3 kicks, but in players 8 the higher HP and more opportunity to knockback them out of range can make it faster to mix in some tiger strike charges. But while you just spam dragon tails you FHR lock all the cows around you permanently, on par with a barb spamming leap- better than a hammerdin or nova sorc relying on stun threshold- but you lose this if you charge up tiger strikes and its possible to get clobbered by a pack. As long as you just teleport in and spam dtail and let phoenix heal the chip damage, you're effectively immortal. But that dinky aoe compares unfavorably to skills like nova, lightning fury, poison nova, etc. Still I think the lack of cast delay and fast attacks makes it compare nicely to fissure, blizzard, frozen orb, etc.

I think the closest parallel for dragon tail is a wind druid, if tornado dealt 35k damage instead of 7k and could be charged up to 120k. Relatively small melee range aoe. Doesn't hit those at a range before they move in closer, but does fhr lock them.

hdins have a lot lower damage output and would go slower in players 8. Maybe even a bit more clumsy at delivering the damage, but capped out at 18k per hit, whereas the dtail is whacking for up to ~32k uncharged / 200k charged, at least with the str build against cows above.
with ~63k hp and 33% magic resist, cows take ~6 hammers to kill each

Based on that logic, there would only be like 3 pvm builds:

1. Goldfind Barb - best for gold/gambling
2. Uber Smiter - best for ubertris
3. Max Geared Lite Sorc - best for other pvm.

Every other build is technically s*#^ in comparison.
If you don't like it - nobody is making you build it.
