Hell chaos always has more exp. in LoD than Classic because once most of the classic characters get to chaos in hell, they are usually level 70-73 unlike as expansion where characters can get to chaos to level 81-82. In addition, any classic character always needs multiple characters in his team until a full characters game to get his level 99. Unlike as classic, any expansion character can solo via Baal runs to get his level 99.
