What makes them valuable?
As in, what combination of stats, at a minimum, do 24% FHR belts require to be worth keeping instead of Charsi?

And is this one of them:

24% Fhr
29% Enhanced Defense
8 Strength
21% Cold Resist

Minimum stats you need on a rare belt for it to have any decent value is this:

24fhr/15+str/40+life/20+dual res
