Sometimes it's just slowly panning the screen
Sometimes it is a quick jolt looking directly down
It does it when playing csgo is when I mainly notice it

I've tried:
A different mouse
Uninstall/reinstalling mouse and keyboard drivers
Resetting settings to default
Both mice are clean and working properly
Tried switching usb ports
Rebooting (obv)

Details:
Mouse was moving on its own and I pressed u on the keyboard (to type) and the mouse stopped moving. Then continued once I hit enter, which leads me to believe it's a keyboard issue (what the online told me it could be) buy after reinstalling keyboard driver the problem still happens

Any help?

Does this happen all the time or just with cs:go?

Why do you need to press U on the keyboard to type? Is that a cs:go thing? If so, maybe you you reinstall cs:go?

yes (u) is team chat in csgo for me

honestly i'm not sure because it's not a consistent thing that is happening, and it seems to be random (or I haven't found the trigger of it yet). I don't notice it playing other games like poe but they're not as intensive

gonna go test it on overwatch while i reinstall

You've tried a different mouse, what about trying a different keyboard? reset all your csgo keybindings to default for the hell of it and see if that does anything if it only happens on csgo.
