It is your router, or ISP lieing to you. I had similar issue with verizon fios, their router you get with them doesnt support full 1gb speeds or even close to it.

I spent $250 building an APU router, does nice still dont get full 1GB, but i get around 800 most of the time.

this , buy a netgear.

I assume you should be seeing 1,200 down, and 1,200 up.
then you have to realize, that even most SSD's are limited to a read/write speed of around 250-550 Mb/s
so to get top performance, i personally assume you would have to be running 2 ssd's... and also need a high performance/quality Fiber port. / motherboard.
