85 Summoning (will be getting this to 99 over dxp weekend. Will wait until then if this will lower price significantly)
(assuming you get 99 herb or just 96 then a yak)

For smithing armour you need 85 smithing.

Not vouching him, but I can say he's jobs here before and hasn't been accused of anything
