This is not something I have found among other cultures. Most are quite welcoming no matter what your skin colour. The biggest barrier is language.

Idk about all that, most asian cultures other than the southeastern ones are pretty unwelcoming in most regards.

Mexicans are generally welcoming tho. Europe is pretty welcoming, but that's why they're getting thrashed by all those refugees atm.
