It's a product of 2 things:

1) They didn't really vet their people, they were just trying to satisfy their principal concern of "what will you do for me if I give you this job?"
2) They've gotten used to Senate Republicans rubber-stamping flawed nominees (if applicable), giving them a sense that virtually nothing's out of bounds

It shows up time and time again. #2 covers the Trump White House's entire view of "governing."
