is this just a weird 'if' interaction that isn't valid for the on-hit factoring? or is POB wrong?

So wiki has to be wrong, I tested in game and yeah , only affects the "on kill" effect.

you can not link added cold damage to anger, so why would it effect the aura of HoT?
