My build is generally same as yours but veil instead of the scepter and I sometimes go eblade or dagon or mjolnir instead of aghs or if required I'll remove boots and go aghs eblade or aghs dagon.
How about talents I go 8int, the double skill, -15% magic res then depending if they have AM/SPEC/BRISTLE/PUDGE/HUSKAR or another tank hero I'll go the 600dmg also depends how close to 6slot I am
If you mean kaya, it depends on your team. Veil gives less damage, you can't always use it because the range is so low and your mana pool suffers but you're not the only person on your team so in some lineups it can be worth it.
