If you have an emergency like someone shot you and you're dying, the hospital cannot technically refuse treatment. In reality, they dump poor people in the snow in hospital gowns all the time.

Cancer, on the other hand, isn't going to be treated in an emergency room. If you can't pay or find charity, you die here.
