Generally speaking, wheel alignments fall outside of manufacturer warranties (though some may cover up to ~12,000 miles). This is because alignment can be affected by road hazards (like hitting potholes) and severe use (taking cloverleafs at 60).

For your noise concern, return to a dealer to have it inspected, preferably the last one to look at it. If something wasn't reattached correctly during your last service, it wouldn't be covered under the factory warranty, but instead covered by the dealer who improperly reassembled the car. A 4th dealer would be free to charge you for fixing another dealer's mistake, which you would then have to attempt to recover from the dealer who made a mistake.

I made an inspection apt with the 2nd dealership (the one who worked on it last) for the noise.

The new noise is so quiet and only occurs at certain speeds, with everything off and everything taken out of the car does it sound at all. Small quiet noises are not covered under warranty, I would need to prove there is something damage that’s causing the noise, Something that was not damaged by me doing something I’m not supposed to.

Clearly you know you can’t walk into a dealership and say “my car is making a noise and I’m under warranty... fix it”... that’s not how it works... the inspection is free without a warranty... bur most of the time small quiet noises are never diagnosed... not without taking the whole thing apart... especially if the mechanic can’t hear it as he or she has never driven the car before the noise....

I can totally see u as that guy that thinks because he has a warranty, he has a mechanic that fixes stuff for free... just point and bark... lol
