On your budget I wouldn't pick an AMD.
DELL and HP make comps for fairly low prices that will do what you want.

Out of a choice between DELL and HP, for a laptop, I would go with a DELL.
If money is an issue, order a DELL laptop from DELL, you can customize it, and make payments if you want.

ohh how come? isnt AMD usually cheaper? or did i miss something recently? :O

No, AMD in general is fine. But I haven't seen a lot of laptops, if any, with the new, good Ryzen CPUs.
For some reason, most seem to have APUs that the manufacturers are trying to get rid of, for w/e reason.
