Ok so I've been rocking 2 ps4's for a while now and I heard the Xbox One has backwards compatibility. So I want to play Modern Warfare 2 online multiplayer. So can I do this if I buy an Xbox one?

Nope, not yet available. Looks like Treyarch games and the game most people hated, Ghosts (I liked it), are available, along with the older CoDs.

Nah. Play it enough and you'll notice the flaws that CoD4 has that WW2. They both have issues, but MWR is worse. Well, unless you enjoy only using and being killed by the M16 and nades exclusively. Most CoD4 maps play terribly and promote camping, or the spawn nades completely negate routes.
