Any recommendations on anything? Any deals yall see?

not sure what I should limit myself to $ or performance wise but if the deal is right I'd prolly get anything

I would look for a GTX 1070 if I were you.
Stick with the more respected companies like EVGA, ASUS etc.

is MSI considered respected?
i dont know much about the specs on GFX cards so not really certain what to look for in tem

msi is fine
you look at # of fans, core clocks, actual colour/design.

will it be that drastic of a change from a gtx 960? or am i better off jus waiting til prices drop more on 1070's?
my games run fine atm so its not really a necessity. but if it enhances my experience that much im willing to drop $300 nah mean?

Prices aren't going to drop much any time soon because AMD cards still don't have the prices/availability to give Nvidia and competition below the entry level market. If your experience is fine still, I would wait until this spring when Volta is supposed to release, and either look into one of those, otherwise the pascal cards should drop in price once the Volta ones start coming out.
960 to 1060 will be noticeable, but not huge. If you want a substantial performance increase, you'd need to step up to a 1070.
