I have a budget of about 1600. This is a build I'm planning on getting but wanted to make sure there isn't better options.

I don't need psu or ssd.

That links to your personal account wishlist, which when I click on that link it goes to my personal one too. Can you take a screenshot or something instead

https://pcpartpicker.com/list/rjMPjc - $1683.59
If you really wanted to stay under 1600, you could swap out the 1080ti for the regular 1080 strix that's on sale for 499 right now; that would put you at about $1440 instead.
This build is significantly better than the one you posted. Faster ssd, better psu, much better case, better ram, better cpu cooling.

Btw, i didn't need a power supply/ssd or hdd. I have that stuff. Does that make a diff?

I mean, as long as they don't go out on you. Make sure that power supply will be able to put out the amount needed to power your components. Good rule of thumb is PSU wattage = (System wattage + 100)/.8
Also know that there are varying qualities in power supplies. Essentially you get what you pay for; dn't use a shitty one and expect it to last more than a year or 2.
If you have relatively new HDD/SSD those will be fine, but if they are more than a few years old, I would look to replace them; especially if your hdd make a lot of noise when it's running.

Oh ya. The psu I have is overkill. So your build still would be better minis the psu and ssd?

https://pcpartpicker.com/list/jdFf6X (updated to better mobo, slightly better gfx cardd, higher airflow case)
Better CPU cooler, faster ram, better GFX card, and better case in comparison to the list you posted. This is about the best you will get unless you want to start spending in the 2000+ range (stepping up to coffee lake cpu and SLI)
