We established that shop wasn't creditable...

Take it to another shop.

asrock is asus cheaper line.
while one should expect more failure rate due to being a budget board I don't tend to see a lot failing.

asrock is on their own now

also is this the guy that we told to use bluescreenviewer?

No and I'm aware but being as it was a spin off its still basically them.

Yeah, I went back and they had a different person work on it instead of the first person.

So if I changed to another mobo, what should I be getting? (budget doesn't matter)

The current one I have only has 1 PCI slot I think...

Honestly if your goal is to OC you'll want something designed for that.
ASUS/EVGA/Gigabyte are you main go to boards.
The main factor in this would be the chipset which is z97 I believe.

Now as for the shop, just cause a new worker works on it does not imply they hold higher standards or more knowledge.
shady company's hire shady people imo or people that don't care do to other factors.

No idea what OC is, so probably won't OC

What does chipset z97 even mean? Why does it have to be a chipset z97?

I'll report back when I get my video card on Wednesday, had a GTX 1060 6 gb, but used EVGAs step up program to get the 1070 ti that was recently released.

As for power supply, how do I tell if it's not providing ample power? Is it because it's old/malfunctioning or because I need a higher wattage power supply?

OC is overclocking and on that chip its pretty idiot proof if you read a guide.

https://www.howtogeek.com/287206/what-is-a-chipset-and-why-should-i-care/

Aside from swapping it with a known working unit not much.
one could learn how to use a multi meter rather easily and then test it with some effort but theres a learning curve involved.

Just looked up the PSU, and it's a 600w MAX load, not continuous. Also, is only 80+ (not bronze or higher).
Also, overclocking is easy and recommended, especially since the cpu/mobo you have is designed for it.

Got a new power supply: https://www.newegg.com/Product/Product.aspx?Item=N82E16817438017

Sometimes my screen goes black for a few seconds while playing a game, googled the problem and it said drivers for video card should be re-installed. Tried that and it didn't do anything. It was also happening before the video card was in there with the integrated graphics on the MOBO. What could be the problem?

PUBG still freezes from time to time, and have to restart or shut down pc manually with button. No more blue screens or restarts that have repairing disk message, though.

Download this, then open it as you start a game. 10-15 minutes should be long enough to get up to temp. Post a screen shot with temps of cpu and gpu after that (it will keep track of the max temps for you).
What kind of cooling do you have on your processor?
Do you crash in multiple games or just pubg?
