My update / normal sounds are loud

Ya all sound but my notifications are srsly low

Have you checked if your sounds are at the same volume in your Volume Mixer? Right-click the speaker icon in your tray -> Open Volume Mixer.
For testing purposes try right-clicking the speaker icon in your tray -> Sounds -> Right-click your audio device -> Properties -> Advanced tab -> Uncheck: Allow applications to take exclusive control of this device -> Apply -> Restart PC and check if it's solved.
