Is smoking around computer harmful to computer? Is it a big issue, or not really?

Shouldn't be a problem, no. Just don't exhale directly into the PC components.

I don't vape. Vaping is water vapor...I wouldn't do it around comps. But I know people that do.
Cigarettes...not a good idea...the tar coats all your fans and circuit boards.

E-cigs do leave a clear residue as to if it could damage anything thats very doubtful.
It will make cleaning it more difficult as it will bond with dust but aside from heating issues due to not cleaning it'll be fine.

I've seen computers fail from an excess of cigarette smoke residue built up on the motherboard and other components. Whether you exhale directly into it or not, the cooling fans (case/PSU/CPU/GPU) create airflow that draws the smoke into the case, and the smoke residue sticks to the fans, which can eventually cause them to stop working properly, and make the system overheat.
