I'm thinking about returning to diablo 2 on USEast soft core non ladder after being gone 8+ years. My only interest is PvP, I need to rebuy the game but first I have a few questions...

Is it worth rebuying? Or diablo 3?
How many active players still PvP?
I only like to play Sorc/Bowa Zon, are they still good?
What's the hype about Path of Diablo?

Yes it's that bad. Small group of people have monopolized what's left of the game and torment anyone who tries to play or gain knowledge of the game.

Blizzard recently banned all the CD keys from websites so most the casual botters have quit so there's not much market either.

Your options if you're without d2 rich friends are either play alone safely in single player games or get pk'd by somebody's hacks while you're trying to lvl.

D2 is ruined, D3 is just bad.

its non existent lol. imagine lvl 1s dueling in d2 with no gear thats how interesting d3 pvp is

Only way to play d2 is to play as if you first started and had no knowledge of anything. Make a level 1 and just play through the game like you would in single player. If you can’t dig that then d2 is no longer your game.
