How can you tell if an item has an open craft spot available?

How can I get Tora to craft for me? Doesn't give me the option. I need to get IPS on a quiver but idk how.

And I can add ips it's 10-30% cost 2 blessed orbs

Aww ok because on the build post it says craft at Tora and she doesn't give me a craft option

You can look up the prefix lists and suffix lists for a given term. A rare can have 6 total mods 3 of each kind.

Her craft station is the "bowmakers tools" you don't actually craft at her it's a hideout item, not sure what lvl you get it though
