She's a GWB alum, having formerly worked at the TSA and on Bush's HomeSec Council. She became John Kelly's COS and has been floating around the White House since Trump yanked Kelly from DHS. She's getting her shot because Trump's first 10 or so choices wouldn't even consider taking what is under the best conditions a difficult job in such a disastrous WH that's full of leaks and back-biting, and they can't get anybody else -- a problem they've run into over and over this year.
On the whole, her nomination is a gamble but a pretty safe one given her relevant policy experience. Trump has already nominated several Cabinet officers who will go down as arguably if not definitively the worst officials to have ever held their respective posts in the history of the country, so by Trump standards this nomination (if it goes through) should be applauded.
