no one has ever driven sans license and/or insurance

perhaps politicians can introduce a new law emphasizing the need to follow current laws

Hmm yes, but for me the question always rises: how much more lethal can a situation be, by adding bigger guns?

What if the dude was allowed to drive and own a tank ?
