Heh, what I don't see is how does this prevent scamming, as you described in the original post.
Scammer accusations is what it is because people aren't cautious enough and hand over their stuff to randoms. That doesn't change if seconds were added to timestamps.

Also the link you posted shows a case that was resolved without any action from the sa team.

There's no reason to attack people who disagree with you. I'd rather see you make the suggestion more detailed instead.
