There are several people I'd love to block because they add nothing at all to this forum. We need to be able to completely remove people's ability to interact with us in any way.

You can block people from PMing you by adding them to your block list: Manage Block List

As for your suggestion, it has been suggested countless of times, it won't happen.
One of the more recent examples would be: Adding A Block Feature
