I just uninstalled my current nvidia driver, loaded pubg, had still the thing, then went and downloaded the latest nvidia driver from today and it didnt fix it still

When you re-installed the driver, did you use DDU (Display Driver Uninstaller)? It's strongly recommended you use that, to completely remove all traces of the previous driver installation. Especially when the issue could be tied to your gpu.
Also after using DDU, when you are about to install the latest Nvidia drivers again, during the driver installation pick "Custom" install -> "Clean" Install.

I did

Go to: "C:\Users\USERNAME\AppData\Local\TslGame\Saved\Config\WindowsNoEditor" and open up "GameUserSettings". Look for "bUseVSync=False" and change it to True. Save and enjoy.

if you open gpu-z it should tell you your memory manufacturer in the overview
