As can see here at the bottom i said I played 2 games ish and it seemed fine then randomly queued another game and it started doing it again non-stop since then

I just tried

I get no tearing or anything, but is tearing on that even possible? since its not really a game

I put the thing on ULTRA with EXTREME HD preset and I get 90.8 average FPS

Lowest 35
Highest 165

I think what you are seeing is memory artifacts, unless the problem is limited to PUBG only then it might be an issue with your game installation or driver profiles for the game. I wouldn't rule it out since the game still is in early development.
Anyway, memory artifacts are very common on defective graphics cards & when you overclock or underclock your graphics card too far, especially if your memory is pushed too far (or not enough) or scale poorly with your core clocks and voltages.

If anything I'd suggest you get FurMark 1.19.0.0 and check how it looks there. It's one of my personal favorites to stress the gpu memory properly.
If you see any artifacts there I'd say it's hardware related.

I havn't overclocked, underclocked anything...Only thing I did was put fans on automatic and then I changed it back to normal

I dont get it on streams, videos, csgo, valley benchmark...just pubg but no1 else is getting it
I get it also when im not even moving on the screen aka not moving my mouse, but only in game

Give FurMark a shot as well, to see if you find any abnormalities. If you don't, I'd say the problem is rooted in your game installation or your driver profile/settings.
Videos are a little different, as almost all of them are processed through your CPU, and not GPU. Due to the nature of their codecs.

I have reinstalled the game
I have reinstalled windows
I have verified game cache..

As for profile and driver, which one you talking about?

check ur temps while playing, could be while first playing its fine, then temps get too hot so it underclocks and causes this problem.

No cuz my temps never ever go above 70 ever

And I can just close my pc for 30 mins, open, load game and even in menu ill get some

But on csgo I dont

do you have micron or samsung memory on your card
