Intel just refuses to take risks anymore ever since the one they made in 2000 that failed. They came back to the pentium III core and have been building on it ever since to this day, meanwhile AMD is the one producing brand new archs and taking risks all the time, first with K8 then with Bulldozer and now Ryzen. I would wait til Intel is forced to finally release a new core to upgrade, the one they're on now has long since plateaued but their competitor has so much room to grow and improve it is insane. Ryzen is starting from the same square PIII did in the 90's and look how far it came since.
Hopefully intel haven't fired all their talented engineers with all the jobs they've cut.
