As for extra fans, it depends on which case, each ship with different amounts.
As for case they are kinda universal. Just make sure to look if they support ATX or M-ATX depending on the motherboard you pick.
8GB could be sufficent, but whenever I game something like heavily modded minecraft or rust i use about 12GB RAM.

4x4gb vs 2x8gb. Well Ryzen and regular i3, i5 and i7 only supports dual channel. So performance wise there will be no difference. BUT it's always smarter to go for 2 ram sticks for dual channel setup. Because you can upgrade easier later.

Well 1600 and 1600x is actually the same chip. It's just overclock from them. You can achieve this exact same performance by mildy overclocking.
- Like i went with an 1700 instead off 1700x (even tho budget allowed it) but then i just overclocked it to perform the same as an 1800x.

- The things like cases are universal and 2 RAM is best etc is for the most common hardware builds.
People who do custom watercooling, really small form factor builds (ITX) or extreme builds like with Skylake-X CPU's are exluded from these statements.

alright, I'll try to make some setup based on ur guidelines, thanks alot for ur time and info, m8

get a different psu, the ones he listed already, same as the ssd/hdd
as for case, check out phanteks p400s tempered glass or NZXT s340 elite or corsair 270r window. They are similar to the genesis, but with more room, better quality etc. so if they're any cheaper, i'd recommend those.

PSU change that right away, that's really low quality.
The Genesis Titan 550 Plus looks decent but can only find reviews in polish, so can't say much about it.
SSD is pretty decent, but how much is the price difference to an samsung evo 850 and cruical mx300?
HDD is okay, but what is price difference to WD blue and/or black?

case's got 4 fans, 2 dust filters, overall good reviews
price difference between adata and samsung is a matter of $3

how about EVGA B3 650W v2 instead of chieftec?

Yeah if you like the case it seems to be a decent pick.
3$ more for evo 850?! Get that for sure!
Which 7200RPM WD is it? and what is the price difference?
Evga B3 a much better pick. But are the ones i mentioned a lot pricer? Because the quality difference on these PSU's are huge.
