I was wondering if using my cellphone as a hotspot for the playstation/laptop for 2-4 hours can harm my phone's battery life or just harm my phone in general. I can leave it charging while it is giving my ps4 and comp internet, but I don't want to damage the phone in any way. I would estimate maybe using the hotspot 3 hours a day on average.

So in conclusion will this harm my phone? And if so, is there anything I can do? Maybe if I get a portable wifi router, but I see the "good" ones costing 70-80 bucks, which Tbh I don't want to spend. Are there cheap (decent/good) portable routers that are safe and supported by 4g connection? (only if using a hotspot harms my phone)

Its fine, however you may have to worry about data charges or slow/choppy connections.

I'm hoping it won't be too choppy :P
The internet is supposed to be 60-80 mbps, but testing it on the ps4 it had 25 down and 2.5 up. I mainly just want to use it for fifa, which doesn't take up much internet I've heard. I have 20 gigs of data per month.

Just be sure to cap your phone so it does not exceed it.
Somewhere in the settings you should be able to unless it auto cuts you when you exceed it.

You might also want to consider disabling automatic updates on the playstation and PC when connected via your phone's mobile data.
If I'm not mistaken then a fifa match can take up to 1-2 MB each, so before it's too late I'd also highly recommend you do as King Atrhur suggested and enable a data cap from your phone.

Depending on your phone contract, those data bills can get very expensive quite fast.

Why do I have to do it on my phone if I disable the updates on pc+PS4? I don't think I will go over the limit by doing it this way.
Also I can check how much I've used up, so if I get close then I will just try to slow down

I actually tried to find the data cap on my phone, but can't find anything along those lines. I went under Cellular and nothing was there
