Yes, M16 recoil low enough it's not a problem so what it comes down to is bullet speed. I think M16 is slightly less loud too. I personally like scar close/medium and m16 long. Kar98 relies on headshots and SKS shoots weird and has slower bullets. UMP with comp/vertical is pretty nice medium distance too; almost no recoil so its accurate.
