If you craft a Scepter Does it keep the Skill Granted or do those change just like the affixes?

They change. You're creating an entirely new item

Never spend any item for crafted weapons even in low level because uniques or even rares do enough damage for normal. Weapons must be always expensive runewords in high level, of course. Also, there are a few good runewords if you really need it in nightmare.

If you would read you'd see that the guy has an hdin, and was wondering about picking up the extra stats. It's a CASTER recipe, not a melee weapon

I thought to this build when I made my sentence. If it is a hammerdin, he should use a hoto in high level and if he starts him, he needs a Spirit sword.

It's not for high levels, I would meet my fcr needs so spirit wouldn't be needed but lets say a 1 pally or 2 pcomb / 20fcr or +9str / 2os / 10rep life on a 3hammer/3conc/1-3meditation or prayer / Increase Maximum Mana (1-5)% / Regenerate Mana (4-10)% / + (10-20) To Mana scepter would be a better fit for me and different than all others.

Since i can shop these easily I would have no problem restocking the scepters as i use the materials to craft.

But I wasn't sure if it changed the skills or just affixes.

Yeah, it's like imbuing a pelt. You have a shot at those staffmods, but there's no guarantee, and the old ones don't stay.

You could, in theory, roll something like a +2 pala +3 hammer +3 conc 20fcr 10% mregen 4% ml 140 mana +5 mana after kill scepter

Good imbues by the Tools of Trade were usually better in the patch 1.13 and lower.

If it's not for high level, you can always use a spectral shard for your character.

Sure, imbue would be better, but crafting is basically a shot at a rare with some controlled mods and 4 affixes instead of 6.

I prefer suicide branch over spectral shard, that's me though
