I don't believe this is true. I also read your post where you said you tested it yourself.
Well, earlier this year I also tested it. I set out to test the effect of 0/30/60% MF on NM Andariel runs in Classic, 100x runs per MF level.
The results were:
100 runs 0% MF: Uniques 15 ; Sets 21
100 runs 30% MF: Uniques 21 ; Sets 32
100 runs 60% MF: Uniques 40 ; Sets 42
Of course this is a "small" sample size, but the increasing trend is very clear. Notice, that all MF levels are below 100%.
