Yes. The motivation was to drive up the price of teams who have less of a chance winning the SB but still might make a WC spot--essentially to drive the price of teams looking to finish around 8-8 or 9-7. Divisional winners have a better chance of making/winning the SB (statistically, by virtue of record) so their natural price should be higher.

That's the logic behind it. Seems to be working out alright.
