I'm not sure, I'd have to think about it more. But I'd agree with a law that a person should be required to help a person in immediate danger if the person is in a position in which they are capable to help and are competent enough to do so.

The same way a punishment for any crime helps: by decreasing the likelihood that citizens will commit that crime.
