Didn't see the monitors. Maybe 700-750

New price would be 1350$ish
I guess most of the parts is around 2-2.5 years old.

30-40% from current price seems fair

800-950$ is actually pretty fair. Try to push him down a hundred bucks.

He said his CPU is clocking at 4.2 ghz. Not sure if it's 4790k or not.

Well thats the unlocked one!
The 4790 is only clocked at 3.60 GHz and 4 GHz boost.

Well then its all under 2 years old (few parts have longer warranty, mostly PSU). The 900$ seems very fair.

900 is def fair
but i wouldn't get this entire setup unless i had nothing but a tablet/laptop/phone and was starting from scratch with not even a monitor or peripherals..
if you're just looking to replace an old build that's already functional you can get a lot more out of 900 by just keeping the useful stuff and scrapping the parts holding you back from doing what you want
