why does a none eth royal shield do more smite dmg than a none eth royal shield? i though eth would do more

Eth and non eth do the same damage (unless we were talking weapons).

The only thing it does to armor based items is add 50% defense, and lower durability by 45%.
Doesn't change anything else.

So you must be using different shield base types if the damage is different.
