your download speeds are not sufficiant to be streaming.
Now start with upgrading all your laptop/desktops drivers.
(motherboards chipset/lan/wlan/audio drivers)

After that I want you do to another speed test.

What is your speeds supposed to be atm?
Like what did the ISP provider quote you on speeds?

i use internet that is included in my rent, i don't know the details, i don't even know who the provider is lol.

however i can tell you that i can stream netflix and the person downstairs can stream netflix at the same time

the problem only occurs when i turn on this laptop. netflix will stop to buffer, play for a bit and then stop and buffer again. when i turn this laptop off, netlix will stream continuously

how can i update drivers ?

your over saturating the line.
The more devices streaming the more DL you need.

Fixing drivers and cleaning up pc and optimizing it may work but I need to try it before we will know for sure.
Generally speaking though your signal should not be streaming.

I haven't seen internet that slow since the turn of the century'

i fixed it by setting my wifi connection as a metered connection

i turned on my laptop tonight and turned off wifi. then i got a notification in the corner saying that updates can't be downloaded, so i looked at it and it was the fucking windows updates!

i have had the automatic update times set to 1am to 6am all this time but it doesn't even follow that rule

Thats when it downloads updates for you,
by default windows will use your network to help pothers get updates though.

i have that option turned off aswell. look at pic up there, my download bandwidth is huge

so it's a botnet by default lol
