I know most will probably say Intel but I have a budget of about 1600 for a 4k gaming machine. Any advice?

Most will not say Intel. One or two will say Intel. Everyone else who has a brain will say "Ryzen 5 1600 and get a 1080 Ti."

I recommend the Intel i5 7600k for unmatched single core performance and the highest fps per second for the $$$
for the gpu card i recommend the Nvidia GeForce GTX.

It doesn't matter at higher resolutions what you have. Your video card will limit you.

I plan on having this PC for at least 5 years only switching out the video cards If that helps

Maybe? IDK I guess I have my 1060 Laptop already so its a debate of even upgrading. The xbox solution might actually be the solution I was looking for.

No it's not. Show me data where does a 7700k sees significant gains at 4k over Ryzen or vice versa.
