No, if they are equally ill then there is an obvious choice based on future life expectancy and likelihood to have further complications with the new organ either due to their health situation or lifestyle.

Prioritizing the healthy and responsible people is not only the most beneficial/productive solution for society, but it's also an incentive for people to stay healthy.

Yeah Scaly I think you're way off on this.

Yes.

We should be gracious and kind to our fellow humans, even when they have done mistakes.

Without prejudice

Hepatic transplantation in alcoholic cirrhosis should be approached without prejudice. In France, unlike the Anglo-Saxon countries such as Great Britain, there is no condemnation of public opinion towards alcoholism. Indeed, in Great Britain, for example, a barrier to liver transplantation is that alcoholism is a disease that the patient has inflicted on himself (self-inflicted), with the question: should one "waste" Money for an individual who has made himself sick by his personal choices? In our country, civil society is fortunately more tolerant.

So 9 year old Timmy who needs a new liver should die so that an alcoholic who killed their own liver willingly can get a new one to destroy?

This makes no sense.

i don't think the caliphate will permit alcohol consumption once they take over so this question won't apply to france in a few years anyway

An alcoholic can well be a productive member of society. You don't necessarily have to live in the gutter or rob elderly people in order to choose to enjoy the numerous benefits of crippling addiction.
