Terrorism is defined as crimes committed in the name of, and/or for the propagation of, an ideology or political agenda.

So, no, if you commit murder for no reason other than just to do it, you're not a terrorist.

Does this mean that all hate crimes can be classified as terrorism?

If a white American person kills a black American person because of the victim's skin color, is it an act of terrorism?
