Even if you were a serial killer, you wouldn't necessarily be a terrorist. It has to do with using your campaign of death or fear to suit an agenda. If there is no agenda, then you aren't a terrorist.

Depends, is the reason behind the murder to try to bring society into a state of terror/panic in order to pressure them into accepting your political/religious/economical/etc demands?
