can you get someone locked for this, if they agree to duel for fg and then welch after losing?

It's welching so to speak so yes although jsp says they don't support gambling if sufficient evidence is shown they tend to take action.

its hard unless they PM you their character name along with the game name
but if they go around bragging about it they'll get insta locked

i have ingame text and gold logs where he sent fg from the first time but no explicit pms

Only they can decide so post up regardless imo.
I mean the worst that can happen is nothing, which is currently happening.
