open the control panel, click on programs and features, and click on Turn Windows features on or off.
Enable Legacy Components, click on OK, and REBOOT when prompted.
If you are unable to get that enabled, REBOOT and try again without opening anything but Programs and Features (appwiz.cpl via run prompt). You MAY have to disable your A/V to do this (yes, you can go offline if you feel unsafe, this doesn't require the internet.)
