I think it has to do with both +min and +max spawning but the +min is higher. Found this in my old screenshot library:

if an enhanced damage modifier does not increase the weapon base damage by at least 1, it is shown as +1 max damage
so 20 max damage suffix plus a low ed prefix can lead to 21 max on low base damage weapons

as for the second sreenshot. here you can 2 ed mods: 42ed high enough to make it > 1 max damage and a lower one which transfers to 1 max

first mode is attacking rating elementall dimmage then maximus minimal piercing stats this is why damage is not enought off the bath
