A lot of the websites I know are out of date.

I want to start playing ranked.

What websites are recommended?

I mean realistically if you are new the best thing you can do is tune in (or watch some VODs) of a top player like Grubby or even chu8 (when he's not trolling).

Both of these guys have a good understanding of HotS from a HL perspective and can help you learn builds/map mechanics/how to be the most effective player for your team.

Not many players I would vouch for as being intelligent in HotS but I would definitely give either of these two a look.

Grubby even does viewer replays from new/weaker players and spends 40-50 mins explaining in detail the team comps, and every mistake the viewer makes
