How does one verbally resist arrest, especially while calmly sitting waiting for arrest?

That is not what was observed. There wasn't even time enough for that.

Even if that is what happened it's not the cops job to act on emotions. Even if this kid beat up another k8d, it's not the cop's job to dispense justice. This isn't judge dredd.
