ye he needs to understand that buying at these price brackets getting a bunch of the parts already assembled i.e an old optiplex saves more money and time than trying to scrounge every little nickle-and-dime component off the used market

then just toss in a few extra things and bam gaming pc

Or I guess apu build.

But also, gross. I would do anything with $275 except go used.
You'll go much much further that way

Craigslist a sandy/ivy bridge pc.
Add a lowish end gpu

Ideally you'll want..
i5 2000/3000 series
4-8 GB ram
Mobo doesn't matter (if unlocked, make sure it's a z-board
Cooler doesn't matter
Psu doesn't matter
Case doesn't matter

Can also have seller remove parts from the system (CD drive, HDD/SSD/gpu

Can get away with spending 100-125 on a used gpu

$275 is a rough budget tbh

Feel free to pm CL links and I can say yes or no

Lmk ur zip

He could buy it, disassemble, rebuild.
Same thing.

Think I could find one in a pawn shop? idk about buying from CL if a part is bad or something I wouldn't be able to return or exchange..

Know of any other used pc "picker" parts or something along those lines?

You can't return/exchange at pawn shop.
Test used CL PC before buying. Make sure it turns on
