That Rations on Movies, Games , Music,ect .... that authors make is to tell the Parents that they must not allow their kids to play that game if their kids are under 16 years old , but such strict parents exist very rarely about 10% of all parents in the world are super strict on their children!
the rating is required by law in some countries, which is the ONLY reason it is on there. it has NOTHING to do with the target audience the product was intended to be sold to. Many movies, games, shows and tangible products are made for children but sold as "adult-only" to satisfy American society's demand that companies make a token effort to protect children.
Two, please don't use cigarettes to justify your argument. You're making the same basic mistake. The target audience of cigarette marketing is children. Few adults pick up smoking. Most new customers come from 11-16 range so marketing is geared towards the same age group that d2 was.
